On Monday, September 21, 2026, Simpar (SIMH3) reported that the Rota Multimodal Consortium, in which CS Infra S.A. (“CS Infra”) holds an 80% stake, was declared the winner of International Public Tender No. 52/2025 for the concession of Lot 6 of highways in Mato Grosso, with a 30-year term. The lot covers 634 km of the MT-020, MT-140, MT-225, MT-244 and MT-251 highways, located in regions linked to the outflow of soybeans, corn, cotton and beef.
The winning bid from the Rota Multimodal Consortium offered a 13.31% discount on the maximum toll rate set out in the tender, of R$ 14.56, in January 2024 values. With the Lot 6 Concession, CS Rodovias will manage four concessions, totaling more than 1,500 km of highways.
According to Simpar, the concession is a brownfield project, with planned investments of approximately R$ 93 million per year throughout the contract, earmarked for pavement recovery, installation of nine free-flow gantries, maintenance, and road safety improvements. Toll revenue will start at the beginning of the second year, after the completion of initial works and implementation of free-flow tolling, with rates adjusted annually by the IPCA inflation index.
The company pointed out that, since cash inflows begin only in the second year, the investments do not impact Simpar’s capital structure. The company also reported that it has already identified cost and management synergies by sharing the administrative team of Lot 6 with CS Rodovias Rota da Integração (Lot 5), which is already in operation.
According to tender documents, the concession provides, in real terms and excluding inflation, for gross service revenue of R$ 226 million in year 2 and R$ 247 million in year 5, and net revenue of R$ 207 million in year 2 and R$ 226 million in year 5. Projected EBITDA (earnings before interest, taxes, depreciation and amortization) is R$ 126 million in year 2 and R$ 144 million in year 5, with EBITDA margins of 61% and 64%, respectively. Total average annual capex is R$ 93 million, with an average of R$ 166 million from years 1 to 5 and R$ 79 million from year 6 onward.
