About Banco de Brasília - BRB
Banco de Brasília - BRB is a publicly traded mixed-capital company whose controlling shareholder is the Government of the Federal District. Created on December 10, 1964 by Federal Law No. 4,545, it received authorization from the Central Bank of Brazil to operate in 1966, initially with the mission of serving as a financial agent focused on the economic development of the Federal District and its area of influence. Over more than five decades, BRB has expanded its activities, establishing itself as the only state-owned bank in the Central-West Region, with the profile of a multiple bank and a simultaneous focus on retail, government and regional development. Its shares are traded on B3 under the tickers BSLI3 and BSLI4.
BRB’s business model is structured as a multiple bank, with Commercial and Development portfolios. The Commercial portfolio concentrates consumer operations, especially loans to individuals, while the Development portfolio is geared toward financing entrepreneurial initiatives and projects aimed at the economic growth of the Federal District and the Integrated Development Region of the Federal District and Surroundings (Ride-DF), with an emphasis on social and environmental responsibility. The bank carries out active, passive and ancillary banking operations, provides financial intermediation services, operates in foreign exchange transactions and offers complete solutions in credit, investments, transactional services, and receivables and payments management for individuals, companies and public entities.
BRB’s product and service offering is broad and covers virtually the entire scope of a universal bank. For individuals, the portfolio includes personal loans in different modalities, payroll loans, mortgage financing, rural credit, financing for vehicles and consumer goods, credit and debit cards, checking, payroll and digital accounts, as well as investments in CDB, LCI, LCA, investment funds and private pension plans. For companies, the bank offers working capital lines, receivables discounting, loans for investments and the acquisition of machinery and equipment, rural and agribusiness credit, on-lending instruments, investments in fixed income instruments and funds, as well as business insurance solutions. In its relationship with the public sector, BRB operates tax collection services, payroll management for public servants, payments to suppliers, payroll-deductible loans, funding through judicial deposits, management of public transport ticketing and benefit and voucher cards.
The BRB conglomerate is made up of several subsidiaries that complement the bank’s activities. Financeira BRB, a credit, financing and investment company, operates nationwide through banking correspondents, focusing on retail credit for non-account holders, such as payroll loans for public servants, vehicle financing and early withdrawal of the FGTS birthday-withdrawal, contributing to the expansion of the group’s customer base. BRB DTVM S.A. operates in the administration and distribution of investment funds, intermediation of public and private securities, and structuring of transactions for institutional clients such as pension funds, insurers and public pension schemes. Cartão BRB S.A. (BRBCARD) is responsible for issuing and managing credit, debit, multicurrency and prepaid cards, including solutions for government social programs, operating as an issuing participant in the Visa, Mastercard and Elo schemes and with a presence in the acquiring segment through BRBPAY.
Other companies in the conglomerate expand the scope of financial and support services. BRB Administradora e Corretora de Seguros and BRB Corretora de Seguros, in partnership with Wiz Soluções, structure and distribute a comprehensive portfolio of insurance, pension, capitalization and consortium products, aligned with the bank’s strategic planning. BRB Serviços S.A., in turn, specializes in outsourcing contact center services, out-of-court collection, teleservices, business processes, information technology and logistics systems management, serving public agencies and private companies. This subsidiary plays a relevant role in strategic projects linked to essential public services, such as operating the Automatic Ticketing System (SBA) for public transport in the Federal District, providing customer service in Na Hora program units, scheduling and home delivery of high-cost medicines from the Specialty Pharmacy (Farmácia de Alto Custo), and managing call centers for state sanitation and energy companies.
BRB’s geographic presence, initially concentrated in Brasília and the surrounding area, has been gradually expanded to other regions of the country. The bank has a physical presence in the Federal District and in states such as Goiás, Mato Grosso, Mato Grosso do Sul, Tocantins, Rio de Janeiro, São Paulo, Minas Gerais, Bahia, Paraíba, Paraná and Alagoas, combining branches, service points and banking correspondents. In 2024, it reached more than one thousand customer service points, including its own and partner structures, and established a physical presence in 19 federative entities, in addition to digital coverage across a large part of the national territory. The growth strategy includes partnerships with state governments and courts of justice for the management of judicial deposits, payment solutions and social programs, as well as interstate agreements aimed at regional development.
In terms of channels and digitalization, BRB adopts a phygital strategy, integrating physical presence and digital platforms. In addition to its branch network, the bank operates internet banking, the BRB Mobile app, the BRB Card app, a telephone banking service, an investment platform and the digital bank Nação BRB FLA, developed in partnership with Clube de Regatas do Flamengo. This digital bank offers free accounts, customized cards, credit, investments, insurance and a loyalty program targeted at fans, with nationwide reach. BRB also concentrates urban mobility services under the BRB Mobilidade brand, which uses service points, locations in subway stations, correspondents and its own app for issuing transport cards, reloading, managing fare exemptions and using technologies such as contactless payment on buses with bank cards and mobile devices.
BRB’s operations are subject to a robust regulatory environment, typical of publicly traded financial institutions. The bank is supervised by the National Monetary Council and the Central Bank of Brazil, which is responsible for licensing, supervision, setting operating conditions and prudential oversight, and by the Brazilian Securities and Exchange Commission (CVM) with regard to the capital markets and BSLI3 and BSLI4 shares traded on B3. As a mixed-capital company, it is also subject to specific state-owned company rules, in particular Law No. 13,303/2016, in addition to corporate law and other regulations applicable to banking activities, foreign exchange operations, institutional advertising and sponsorships. This regulatory structure shapes governance, risk management, compliance processes and the relationship with the public sector.
In terms of environmental, social and governance practices, BRB has been incorporating ESG guidelines into its strategy. The institution has joined the United Nations Global Compact, signaling its commitment to sustainability and corporate responsibility issues, and has implemented initiatives such as replacing the material used in its cards with 100% recycled PVC. The bank plays a relevant role in implementing public policies of the Government of the Federal District, especially in income transfer programs and efforts to combat social vulnerability, such as Prato Cheio, Cartão Material Escolar, Cartão Creche, Cartão Gás and DF Social, as well as initiatives in mobility, management of public facilities and support for health, sports, culture and social inclusion projects through Instituto BRB. This set of actions reinforces BRB’s positioning as a public bank with strong regional ties, combining financial intermediation, economic development and the execution of social programs in its activities.
