On Thursday, October 8, 2026, Petrobras (PETR4) reported that, in the auctions of the 4th Cycle of the Permanent Offer under the Production Sharing regime and the 6th Cycle of the Permanent Offer under the Concession regime held by ANP in 2026, it acquired 21 exploratory blocks, assuming the commitment to pay a total signing bonus of R$ 3,219,251,245.60 by December 30, 2026.
In the 4th Cycle of the Permanent Offer under the Production Sharing regime, the company acquired with 100% participation the Azurita block, in the Campos Basin, and the Cruzeiro do Sul block, in the Santos Basin. In this modality, the only criterion for selecting the winning bid was the percentage of oil surplus to be allocated to the Federal Government, with the signing bonus previously defined in the bidding notice. Petrobras’s share of the bonuses totals R$ 232,400,884.50, considering an oil surplus of 30.00% for Azurita and 15.27% for Cruzeiro do Sul.
In the 6th Cycle of the Permanent Offer under the Concession regime, Petrobras acquired with 100% participation the C-M-111, C-M-159, C-M-113, C-M-115, C-M-161, C-M-163, C-M-165, C-M-214, C-M-216, C-M-281, C-M-283 and C-M-352 blocks in the Campos Basin. In the Ceará Basin, the company obtained a 70% operating stake, in a consortium with QatarEnergy Brasil Ltda, which holds 30%, in the CE-M-471, CE-M-473, CE-M-475, CE-M-477, CE-M-537, CE-M-539 and CE-M-665 blocks.
Under the concession regime, the bid evaluation criteria included the signing bonus and the Minimum Exploratory Program (PEM) to be carried out in each block, measured in Work Units (UTs), which encompass the activities planned for the exploration phase. In the Ceará Basin, the consortium will have a total PEM of 780 UTs and a signing bonus of R$ 19,922,000.00 for Petrobras’s share. In the Campos Basin, the total PEM is 4,003 UTs and the signing bonus corresponding to Petrobras is R$ 2,966,928,361.10, totaling R$ 2,986,850,361.10 in bonuses for the blocks under the concession regime.
According to the company, participation in these Permanent Offer cycles is aligned with its long-term strategy and reinforces Petrobras’s profile as an operator of ultra-deepwater oil fields, contributing to the replenishment of reserves. The state-controlled company also highlighted that it acted selectively in the auctions to ensure the addition of more than 18,000 km2 to its exploratory portfolio.
